The sheriff of Bristol County does not just have problems, he is one.

Although his position by law is a custodial one, which means he runs the jail, holds convicted inmates until they are moved on to their ultimate place of incarceration, cares for those convicted locally for short term sentences, and gets those who are awaiting court appearances to and from the court, the Bristol County sheriff wants to act as a broad-duty sheriff and go out and patrol, pursue, and arrest people rather than do his job by humanely housing those who are brought to him by local law enforcement.

So he spends a lot of time in Washington D.C., on the radio, writing articles for local newspapers, appearing before some questionable organizations to tell them how tough he is on the people they don’t like, like Muslims and immigrants, and taking any opportunity to get on television to promote his tough guy image.

Meanwhile his custodial duties go neglected with horrific results.

He says he is tough on inmates because that keeps them from coming back, although almost half of the people that go through his jail do, in fact, come back.

He says his job is to keep the community safe while his treatment of inmates, more than half of whom are yet to get their day in court and are, therefore, innocent until proven guilty, embitters them toward law enforcement and the greater society which by his own recidivism rates shows he is better at endangering the community.

He flexes his needy muscles by contracting with ICE so he can play tough which, as the county’s two major urban areas are heavily immigrant based, creates  an unnecessary and unwanted adversarial relationship with the local community toward local law enforcement since ICE misrepresents itself with the word “police” on their jackets when they are not the police

And he leads the other county jails with his suicide rates.

On July 3rd a young woman took her own life at the Bristol County jail. She was reportedly in the women’s’ behavioral unit inside the men’s facility at the jail’s Faunce Corner location because of a probation violation.

In June, between the latest suicides, the sheriff boasted of his officers’ participation in “Zero Suicide Framework” training along with the jail’s medical provider, Correctional Psychiatric Services, giving the appearance that things were being addressed. When Massachusetts Attorney General Maura Healey called on Daniel Bennett, secretary of the Executive Office of Public Safety and Security, to investigate the Bristol County Sheriff’s Office citing concerns about suicides and allegations of “harsh or unhealthy” conditions at the two county-run jails that house some 1,005 pretrial and sentenced inmates, she referred to stories by the New England Center for Investigative Reporting that ran in The Boston Globe and on WGBH radio, showing that Bristol County accounted for nearly a quarter of all the state’s jail suicides between 2006 to 2016 even though it housed just 13 percent of inmates.

She also referred to lawsuits filed against the sheriff’s office for segregating mentally ill inmates for long periods of time, denying services, and exposing them to harsh conditions, saying that these suits were consistent with reports from her office’s Civil Rights Division about issues related to “inadequate mental health screening and treatment, denials of medical care (and) unsanitary conditions.”

Bristol County Sheriff Thomas Hodgson dismissed the Attorney General’s call for an investigation as politically motivated and an effort to intimidate “those who uphold the laws.”

“It’s rank politics on the part of the AG. She ought to be ashamed of herself.”

That investigation has yet to be made.
