Harm reduction programs that use federal funding must adhere to federal, state, and local laws, regulations, and other requirements related to such programs or services. SAMHSA does not specify the kits’ elements – only the parameters.”
Smoking kits that have been shown to reduce the spread of disease may include a rubber mouthpiece to prevent cuts and burns, screens to help filter potentially harmful contaminants, and disinfectant wipes. They do not eliminate drug use, but they do address drug overdoses and the spread of hepatitis A and B, and discourage substance injection.
