One size does not fit all

Before a city decides that a program that fixed a problem in one community can be applied to their own with equal success, thus putting the cart before the horse, a city should fully assess their own local problems and find local solutions looking to any number of programs and parts thereof from other locales that can be modified and then applied.


Cramming a city into a supposed one size fits all program is a formula for disaster.
