Bristol County, Massachusetts sheriff Tom Hodgson has a very strong presence  in places other than at his jails, and loves to spend taxpayer money on more things than those related to his job.

He loves to get on television to claim he is protecting the community, apparently rather than doing his job of running the jails, and he attends any conference that needs him to explain his xenophobic and rather heavy white supremacist attitude toward Brown people.

Who pays for his travel and lodging when he makes these appearances, and who is running his jails when he is not there?

Looking at his budgets, he does say he spends money, but he leaves out the details on what he has actually spent it on.  Few of us would accept a budget that listed a certain amount of money was used for buying stuff, but we taxpayers are expected to accept his cloudy accounting of our money.

Remember, this is  guy who was donated a boat so he could patrol the coast, modified it to the tune of thousands of dollars to be able to do that, and when the harbor patrol and coast guard said that, beside that not being his job, they were already doing that, gave the boat to one town with whose chief of police he had worked on certain committees. County taxpayer money paid for his gift from which he garnered publicity at no benefit to them

The  Bristol County Sheriff’s Office and Securus Technologies,a company that operates privatized telephone systems in U.S. correctional facilities, has a nice little arrangement whereby, after inflating the cost of inmate calls from his jails, the sheriff gets a kickback. The kickback was the gift offered to the sheriff so that Securus would get the contract, and the extra money comes from the cost to prisoners’ loved ones and attorneys.

Massachusetts law bans sheriffs from assessing fees for telephone calls, and the Supreme Judicial Court has ruled that Hodgson cannot charge prisoners any fees that are unauthorized by law, so he allowed Securus to set the fees with his kickback included.

For those who have done it, and many have, it is like having the body shop over assess the cost of body work for car repairs so the insurance company pays for the complete repair and you get to keep the deductible.

The sheriff’s attorney costs for any lawsuit filed against him based on his actions are paid for by the taxpayers.

Hodgson has been sued recently for unconstitutional solitary confinement of mentally ill prisoners and illegal kickbacks from telephone companies operating in his facilities.

He is being sued because he left an inmate in solitary confinement the day after the inmate had told a court doctor that he was going to commit suicide, which he did by hanging himself.

This is one of four cases based on the sheriff’s failure to care for mentally ill, drug addicted, and suicidal inmates who are too often left alone in cells without any treatment.

Seven inmates with a history of substance abuse were left alone in their cells and hanged themselves.in a two year period.

With all his extra money, Hodgson could certainlt afford the expense of proper treatment unless he is pocketing the money, or rewarding his cronies directly or through political activity.
